Kaluga lies in the centre of the European part of Russia, around 160 kilometres south-west of Moscow. It is regarded as an important research and industrial city and is the seat of the Kaluga regional government. The new Volkswagen plant was built here over recent years in two construction phases; ELCON was commissioned with the telecommunications and data installations.
